Terry Kitay

Theresa L. Kitay is President of the Fair Housing Institute and a partner in The Law Firm of Coughlin & Kitay, P.C. In addition to training, general consultation, and defense representation on civil rights issues for the housing industry, Terry has developed an expertise in accessibility issues, including the Fair Housing Act's design and construction requirements for new multifamily housing. She is a member of the Board of Advisors of Professional Apartment Management, and the author of "Fair Housing and Accessibility Issues in Multifamily Rental Housing" in the Georgia Apartment Law Book. She is also a frequent contributor on fair housing and related issues to such national publications as Multifamily Executive and Units, and has testified before the United States House of Representatives on fair housing and accessibility issues. Terry previously served as a senior trial attorney for the Department of Housing and Urban Development in the Southeast Regional Office, where she was a frequent speaker and had primary responsibility for the prosecution of fair housing cases throughout eight southeastern states. Terry is an honors graduate of both Smith College and Emory University School of Law.
