Kathi Coughlin and Terry Kitay founded the Fair Housing Institute (FHI) in 1996 as a legal training and consulting firm for housing providers around the country. With their unique combination of fair housing legal expertise and fun teaching style, Terry and Kathi have helped thousands and thousands of employees of management companies, government agencies, and housing associations better understand the subtle legal realities of fair housing law.

FHI also produced the widely used training video, "Testers Welcome", in conjunction with the NAA. Additionally, Terry, Kathi, and fellow attorney Steve Edelstein have written numerous papers and articles on fair housing for apartment industry publications and the legal community.
